Adjust Billing Manager to Recognize Additional Value Amounts (i.e. taxes/GST)

Currently, the Billing Manager does not account for any values above and beyond the billing amount. Teams like to be able to track taxes/GST separate from the billing amount to be able to easily pull out or include these values where necessary.
