Add settings to the rate card that allow a team to determine how hard costs are put into the deal.

1. Setting preventing the hard cost from being rolled over into future seasons.
2. Setting that allows the hard costs entered on the rate card to be distributed across the life of the contract.
3. Setting on the deal line allowing the rep to decide how to roll over hard costs. (I think this one is not my preference.)
