There are times when we have more than one department managing premium inventory for various reasons.  They all have their own hold types, but we run into scenarios where one group would remove the hold of another group.  I'd like to have the holds have different permissions on them based on department and role.  For instance, our sponsor activation team needs to be able to use a hold, but not remove a hold that our premium sales team put on an area.
