Do not allow a user to select previous years when creating a new deal in deal wizard (Premium and Sponsorship). For example, even if we are selling for 2018 season, we may still be finalizing things for 2017 season, therefore, 2017 is still set as the default in the system.

However, 2017 should be as far as back as a user can see/select in the drop-down lists right now. Either remove past years from being displayed or disable (light gray color) them so they can't be selected.

When 2017 is no longer selected as default, then 2017 becomes disabled or no longer displayed in drop-downs when creating a new deal.
